PROBLEM TO BE SOLVED: To recover degradation in image quality of an important area in a short time and not to leave degradation in the image quality for a part being an important area in the past. When a macro block included in an important area is intra-coded over a prescribed number of times, the macro block is regarded as a non-important area, and when the macro block is intra-coded for a prescribed number of times or below, the macro block is intra-coded, the important area memory 106 stores the macro block as an important area succeedingly, and the intra- coded data area intra-decoded.
