PROBLEM TO BE SOLVED: To test a tire on snow at a low cost. SOLUTION: An artificial snow layer 83 in which an artificial snow is disposed in a laminar state is provided on a turntable 72, the turntable 72 is rotated, a tire 11 is rotated on the layer 83 to test the tire 11 on the snow. As the snow, snow obtained by freezing a particulate water absorbing material absorbing water is used. Since the snow can be recycled and the tire 11 can be tested on the turntable 72, the tire 11 can be tested on the snow at a low cost.
