PROBLEM TO BE SOLVED: To promote denitrification and dephosphorization, to reduce the consumption of methanol, and to hold useful microorganisms of a small propagation speed in a reactor in a high concentration by introducing a substance containing an organic fibrous material into a sludge concentration tank in the treatment of sewage, industrial wastewater, etc. SOLUTION: A substance 10 containing an organic fibrous material is introduced into a concentration apparatus 15 to be decomposed. Next, concentrated/ separated liquid 17 in the apparatus 15 is returned to an anaerobic tank 9, and introduced wastewater 1 is introduced into the tank 9 via precipitation basin 11. Part of sludge from a precipitation basin 7 is introduced as return sludge into the tank 9. The discharged liquid of the tank 9 is introduced with circulating liquid 3 which is part of discharged liquid from an aerobie tank 4 into an oxygen-free tank 2, and the discharged liquid of the tank 2 is introduced into the tank 4. Part of the discharged liquid of the tank 4 is circulated as the circulating liquid 3 in the tank 2, and the rest is introduced into the precipitation basin 7.
