PROBLEM TO BE SOLVED: To obtain a scale inhibitor that can effectively prevent the deposition of scale on the surface, or the like, of a polymerizer without detriment to the quality of the produced paste technique vinyl chloride resin by mixing a polyvinyl alcohol/aminobenzoic acid ester compound with a polyphenol compound, sodium hypodithionite, and sodium hydroxide. SOLUTION: This inhibitor is obtained by dissolving 0.1-25 wt.% polyvinyl alcohol/aminobenzoic acid ester compound represented by formula I, 0.1-25 wt.% polyphenol compound of formula II, 0.01-18.8 wt.% sodium hypodithionite, and 0.1-11.3 wt.% sodium hydroxide in water or a water-soluble organic solvent. In the formulae, m>1; n>=0; p>=0; and R1 to R3 are each H or NH2, provided that at least one of them is NH2. The inhibitor is applied to the inner surface, or the like, of a polymerizer in such a coating weight that the total weight of the polyvinyl alcohol/aminobenzoic acid ester compound and the polyphenol compound is 0.1-100 ppm based on the weight of the vinyl chloride monomer used.
