PURPOSE: A method and an apparatus for composing cells when processing an ATM(Asynchronous Transfer Mode) layer are provided to simplify a cell composition process routine executed in an ATM layer and simplify a hardware composition by determining a corresponding cell format using only length information and composing the cells. CONSTITUTION: A cell format determining unit reads length information transmitted from a control unit(401), and analyzes length information of a current cell(402). If the length of the current cell is longer than 40 and less than 48, the cell format determining unit determines a corresponding cell format successively composed as a case 1 and a case 4, transmits determined cell format information to a decoder, loads a value in which the length of the current cell is subtracted from 48 to a pad counter, and loads length information of the current cell to a length counter(403). If the length of the current cell is shorter than 41, the cell format determining unit determines one cell format among cases 2, 3, and 4, transmits determined cell format information to the decoder, loads a count value to the pad counter and the length counter(404).
