PROBLEM TO BE SOLVED: To continuously use a padlock with no problem at all for crime prevention even if a key is lost by making the key code of a shift regulation cylinder changeable with at least one change key by the number of this change key. SOLUTION: When the key code of a cylinder 26 is to be changed due to the loss of a general key, a first change key CK1 is inserted into a keyway 17 to press a tumbler pin 26j with a variable rib 67, then a change pin 26k is pressed, and its lower face is matched with a shear line to make a plug 26g rotatable. When the first change key CK1 is rotated, the plug 26g is rotated with the change pin 26k left in a driver pin hole 26c, the change pin 26k is inserted into a storage hole when it is overlapped on the storage pin, then the key code is changed. The general key is made unusable after the key code is changed, and the first change key CK1 becomes the next general key.
