PROBLEM TO BE SOLVED: To provide a diffusion and charging device and a scraper for the diffusion and charging device for preventing a raw material from being accumulated on the upper faces of diffusion panels even if the raw material is of a high viscosity and effectively diffusing the raw material on a net face of a screen and charging the raw material. SOLUTION: A diffusion and charging device K is provided with raw material charge openings 1 for charging a raw material, rotating shafts 3 and diffusion panels 4 rotating around the rotating shafts 3 and diffusing the raw material charged from the raw material charge opening 1 onto a net face 5 of a screen and charging the same. Scrapers 10 with impact faces 9 positioned in the direction crossing the rotating direction of the diffusion panel s 4 are provided above the diffusion panels 4 and side faces of the rotating shafts 3. The impact faces 9 are positioned on the positions rotated at least by 180 deg. or more from the position whereon the raw material charged from the raw material charge opening 1 is received by the diffusion panels 4 to the rotating direction of the diffusion panels 4.
