PROBLEM TO BE SOLVED: To provide a strobe emitting controller permitting to prevent generation of spark and noise even when a main capacitor is charged with a high voltage. SOLUTION: A prescribed or higher voltage is prevented from being applied to the primary side of a trigger transformer 114 irrespective of the voltages of a main capacitor 105 and a trigger capacitor 112 by connecting the primary side of the trigger transformer 114 in parallel with a bi-directional constant voltage diode 113 with two pieces of constant voltage diodes connected so that one is connected in the forward direction agreeing with the opposite direction of another, and the voltage is thus limited.
