PROBLEM TO BE SOLVED: To repeatedly pass a fluid to be treated through an ionization apparatus and to improve ionization treating effect of the fluid to be treated by attaching a circulation passage provided with an ionization apparatus on the midway in a fluid pipeline for the fluid to be treated and circulating the fluid to be treated in this circulation pipeline. SOLUTION: A ionization apparatus 1 is freely removably mounted on a main pipe 2. In the treating apparatus 1, a circulation pipeline is formed of an inlet piping 4 branched from the main pipe 2 and connected with a suction hole of a pump 3, an outlet piping 5 connected with an outlet hole of the pump 3 and a by-pass 6 connecting these inlet piping 4 and outlet piping 5. In addition, the outlet piping 5 is made to meander in an S-shape and is extended and a number of magnetic treating devices 7 are arranged on this. In addition, a valve 8 is provided in the main pipe 2 between the inlet piping 4 and the outlet piping 5 and all the fluid to be treated is made to branch and flow into the treating apparatus 1 by closing completely this. The fluid to be treated is repeatedly passed through a number of the magnetic treating devices 7 to improve ionization effect.
