PROBLEM TO BE SOLVED: To provide a cutter with a dust suction opening which can suck all dust without using a large dust collecting device and, moreover, which can cut at a correct position and can provide a groove at a correct position. SOLUTION: A casing 3 is provided with an opening part 24 opening downward and a dust suction opening 34 connected to a dust collecting device 8. A cutter blade 4 is fitted in the casing 3 so that the edge thereof projects from the opening part 24. A shield plate 5 extending from a dust-making portion in the opening part 24 to the dust suction opening 34 is provided inside the shield plate 5. A suction opening of an air passage 6 formed by the shield plate 5 and the casing 3, which opens in the dust-making portion, is made smaller in terms of the area than the air passage of the dust suction opening 34.
