PROBLEM TO BE SOLVED: To improve productivity and also reduce cost by adopting the same circuit configuration independently of video signal systems. SOLUTION: In the case a crystal oscillator 29 is in compliance with the NTSC system, a frequency switching signal CLKSEL of a selector 15 is set to '0' and a system switching signal NPSEL of a synchronizing signal generating circuit is set to '0' to activate a video signal processing circuit 14. In the case the crystal oscillator 29 is in compliance with the PAL system, the frequency switching signal CLKSEL of the selector 15 is set to '0' and the system switching signal NPSEL of the synchronizing signal generating circuit is set to '1' to activate the video signal processing circuit 14.
