PROBLEM TO BE SOLVED: To always provide clear photographic images of roads through out the day, and provide exact information on various states of traffic flow, by deciding whether the present state is at daytime, nighttime, morning, or evening, and adjusting the diaphragm of the camera to an optimal state. SOLUTION: This camera 1 photographs the state of a four-lane road, and outputs the photographed images to an input image memory 2 to store them. In a reference image memory 3, a reference image of the road where no vehicle exists is stored. Based on the photographed image data, read from the input image memory 2 and the reference data read from the reference image memory 3, a CPU 4 performs vehicle detection, speed detection, congestion distance detection, etc., and obtains various information on the traffic flow conditions. Here, based on the brightness value of ht photographed image data and the reference data, the CPU 4 decides whether it is daytime, evening, nighttime, or morning and optimally controls the diaphragm according to each state.
