PROBLEM TO BE SOLVED: To obtain an image forming device and an image forming method having a simple cleaning means without needing almost the correction control and correction mechanism for application of a bias to a cleaning auxiliary means and highly stable in cleaning performance. SOLUTION: This image forming device has, at least, an image carrier, a development means for developing an electrostatic latent image formed on the image carrier with toner, a transfer means for transferring the developed toner image to transfer paper, and a cleaning means for clearing away toner remaining on the image carrier. In this case, the cleaning means is composed of a cleaning blade and a cleaning auxiliary member made of a non-insulating material, and has an application means for applying a constant current bias to the cleaning auxiliary member.
