PROBLEM TO BE SOLVED: To provide an optical disk recording and reproducing device configured so as to record signals on a disk via a beam of laser irradiated by an optical pickup. SOLUTION: In an optical disk recording and reproducing device configured so as to record a signal on a disk 1 by reading a signal which is once stored, at a specified speed and a speed several times as high as the specified speed, when a signal recording operation is interrupted due to the lack of a signal storage capacity stored in RAM 10 for a buffer during recording operation onto the disk 1 at a high speed, the recording operation is re-started by changing over the rotating speed of the disk 1 to a lower speed side.
