PURPOSE: An apparatus for the deaf is provided, to inform the operation state of electrical products or the sending/receiving state of telecommunication equipment of a user by vibration. CONSTITUTION: The apparatus comprises a signal sending part(10) which is mounted in the signal generation part of electrical products or telecommunication equipment, encodes the signal generated from the signal generation part, mixes the encoded signal with the oscillating frequency for wireless transmission, and sends the mixed signal; and a signal receiving part(20) which cancels the oscillating frequency from the received signal and synchronizes the signal, filters and amplifies the synchronized encoded signal, decodes the amplified signal, and outputs the decoded result obtained from the preset algorithm by means of vibration, liquid crystal display or light emission.
