PROBLEM TO BE SOLVED: To shorten a transmission cycle time by shortening the transmission time of a data signal, and shortening a pre-charge time of the outlet part of a signal wiring (transmission line), even when a signal waveform becomes dull. SOLUTION: A receiving circuit 201 which can discriminate 'H' and 'L' is used even when the potential of a signal wiring is driven at a high potential by a driving circuit at the time of a pre-charge period, it is driven to an output potential based on the input signal of the driving circuit at the time of a discrimination period, and potential difference ('H'-'L') at the outlet of a line is small. Also, transistors MP2L, MP2R for pre-charging a signal line is provided at an outlet part of a signal wiring (transmission line). Thereby, a data transmission time and a transmission cycle time of a long signal wiring (transmission line) are shortened. For example, an access time of a semiconductor memory is shortened.
