PROBLEM TO BE SOLVED: To uniforming thermal crown in the contact region between a roll and a material to be rolled by jetting cooling water in the state where cooling with a cooling device is executed or not on the basis of the data of surface temperature of the roll to be measured from a 1st cooling device and also jetting the cooling water in the state where heating with a heating device is executed or not is jetted from the 2nd cooling device. SOLUTION: After cooling the cooling water with the cooling device 8 for cooling the cooling water, as need, the cooling water is jetted from the 1st cooling device to the rolling roll. The cooling water whose temperature is raised by once jetting the water to the roll is recoveried and filtered with a cooling- water recovering/filtering device 6, the cooling water is fed to the heating device 9, as need with a cooling water circulating pump 7, after heating the cooling water with the heating device 9 on basis of control signal from a controller 4 for jetting quantity, jetting position, jetting pressure of the cooling water and jetting temperature of the cooling water, the cooling water is fed to the 2nd cooling device 5 and jetted to the rolling roll.
