PROBLEM TO BE SOLVED: To remove primary and secondary scale from the surface of a slab by lifting the scale from the surface of a slab by striking the surface of the slab which is traveled from a roughing mill to a finishing mill with plural hammers arranged between the roughing mill and the finishing mill and, after that, executing high-pressure water descaling. SOLUTION: The scale is lifted by striking the surface of the slab by vertically moving the hammers 2 with cylinders 3. It is preferable to lift the scale from the surface of the slab 1 by arranging plural rolls having waved surface between the roughing mill and the finishing mill and deforming the moving slab 1 into a waveform from the upside and underside. Side guides having vertical rolls are provided between the roughing mill and the finishing mill, the moving slab 1 is held between with the side guides, strain is imparted from both sides of the slab 1, the scale is lifted from the surface of the slab 1 and, after that, the high-pressure water descaling is executed.
