SOLUTION: An interaction management part 30 makes a translation module 32 translate the voice of a purchaser 20 from a determined meaning component to Japanese and voice synthesis for translating and vocalizing the meaning component so that the purchaser 22 hears is carried out. A seller 22 answers to the purchaser 20 and when the seller 22 is providing insufficient information, a Japanese voice recognition part 36 and a Japanese voice understanding module 38 recognize the voice of the seller 22. When an interaction administrator 30 determines that the purchaser 20 is providing information which is too insufficient to attain a predetermined target, the interaction administration part 30 instructs a computer answer module 34 to vocalize an answer requesting the user to supply the part of absent information.
