PROBLEM TO BE SOLVED: To slowly update a background image without appearing a noise image on a monitor displaying a detected moving object through the separation of the background image from a present input image and without the need for executing an arithmetic operation including a plurality of number of multiplication with high precision in the case of updating the background image obtained in advance in following to a change is lighting and a weather or the like. SOLUTION: The background image update device is provided with a background image storage means 2 that stores a background image, a sbutractor means 3 that obtains a difference between an image entered from an external image entry means 31 and the background image stored in the background image storage means 2, a multiplier means 5 that multiplies a positive coefficient equal to unity or below with the image outputted from the sbutractor means 3, and an adder means 6 that sums the result of multiplication by the multiplier means 5 and the background image stored in the background image storage means 2 so that the background image stored in the background image storage means 2 is updated to an image outputted from the adder means 6.
