PROBLEM TO BE SOLVED: To obtain a communication system that can enhance a transmission efficiency of a transmission signal by averaging a resident time of signals in a transmission buffer and to obtain its method. SOLUTION: A signal selection processing unit 8 discriminates whether or not a transmission signal sent to a terminal 4 can be scheduled at its arrival, gives the transmission signal to a schedule table 11 when the unit 8 discriminates the possibility of schedule, and the processing unit 8 gives information denoting disabled scheduling to a signal reception processing unit 5 when the scheduling is disabled. Upon the receipt of the information denoting disabled schedule, the signal reception processing unit 5 gives this information to an arrival order management table 7 and stores the transmission signal to a transmission buffer in the arrival order. A signal selection processing unit 9 selects a transmission signal satisfying an idle schedule in the arrival order from transmission signals stored in the transmission buffer for each frame on the basis of information of the arrival order management table 7 and gives the selected signal to the schedule table 11. Furthermore, when the transmission signal stored in the transmission buffer cannot be sent within a prescribed time, the signal selection processing unit 9 aborts the transmission signal.
