PROBLEM TO BE SOLVED: To provide a refining method of molten raw stainless steel, by which it can be judged whether or not carbon concn. and chromium concn. in the molten steel after the reduction refining is finished within target concn. ranges, and in the case that these concns. are within the target range, the steel is tapped without executing the sampling and analysis. SOLUTION: In an estimating unit 1, an oxygen-blown refining end time estimating part 2 and a reduction-refining end time estimating part 3 estimate the carbon concns. and chromium concns. and molten steel temp. when completes the oxygen-blown refining and the reduction-refining, respectively. Based on the molten steel temp. measured when the reduction-refining is finished, the estimated values are corrected by an estimating value correcting part 4, and in the case that these values are within the target ranges, the molten raw stainless steel is tapped. A coefficient adjusting part 5 changes a model coefficient in an estimating formula.
