PROBLEM TO BE SOLVED: To make a member lightweight, to improve air permeability and to prevent the peeling of a tile caused by the freezing of moisture by fitting a substrate panel via fitting materials to a concrete skeleton applied with exterior heat insulation, and applying mortar. SOLUTION: Fitting metals are fixed to the outer wall face of a concrete skeleton fitted with a heat insulating material on the outer face, exterior fitting materials 6 are fitted to them, an exterior material fitting substrate panel 1 is fitted to them, and a ventilation layer is formed on the back face side. An expansible metal 3 is spot-welded to a substrate panel body 2 formed by bending a steel sheet alternately in the horizontal direction and provided with vent holes 2D at prescribed intervals to form the substrate panel 1. Mortar is applied on the expansible metal 3, tiles are stuck on it, or an acrylic resin is sprayed for finish coating. The substrate panel 1 is made lightweight, air permeability is improved, and peeling of tiles or the occurrence of cracks on a mortar section caused by dew condensation or the freezing of seepage water can be prevented.
