PROBLEM TO BE SOLVED: To shorten time from reception of a displayed data transmission request to transmission of HTML data in a primary server. SOLUTION: Detection whether the contents of a data base is changed or not is performed (203). When a fact that the contents of the database is changed is detected, the HTML data on which the contents of the data base at the moment of time is reflected is generated (204), the generated HTML data is made into a file and stored in a storage device (205). When an HTML data transmission request is made, the stored HTML data is taken out and transmitted to a secondary server (206, 207).
