PROBLEM TO BE SOLVED: To enhance communication quality furthermore by always conducting an optimum hand-over independently of an installed state of a base station and an environment where a mobile terminal is placed. SOLUTION: A control section 5' of the mobile terminal is provided with an automatic setting control means 53 for a hand-over start condition, this automatic setting control means 53 discriminates the necessity of starting the hand-over according to the hand-over start condition set automatically so that the hand-over start condition is relaxed at a place where the installed density of base stations is high and the hand-over start condition is set tighter at a place where the installed density of base stations is low by retrieving valid base stations as hand-over destinations and depending on the number of them.
