PROBLEM TO BE SOLVED: To use a drain hole as an inspection hole in common by providing an opening/closing mechanism opening or closing the drain hole at the lower end section of the drain hole. SOLUTION: An opening/closing valve 6 is provided with an annular valve seat member 61 provided on the inner periphery of a drain hole 14, a ball valve 62 capable of being seated on or separated from the valve seat member 61 in the vertical direction, and an exciting means 63 exciting the ball valve 62 to seat it on the valve seat member 61. The drain hole 14 is closed when the ball valve 62 is seated on the valve seat member 61, and the drain hole 14 is opened when the ball valve 62 is separated upward from the valve seat member 61. For a gas pressure inspection and/or a leakage inspection, the ball valve 62 is rotated to a closing position like the draining case, then a cover 7 is removed, and a socket S is fitted to a gas pipe connection section 15. The drain hole 14 can be concurrently used not only for draining but also as an inspection hole for the gas pressure inspection and/or leakage inspection.
