PROBLEM TO BE SOLVED: To reduce the communication cost by optimizing the number of B channels in use in response to a data quantity generated within a range between a minimum number and a maximum number while preventing a data transfer rate from being decreased thereby in the case of using the '23B+D' service of INS net 1500 lines. SOLUTION: When no fault or the like takes place in a main line 3, packet exchanges 2a, 2b transfer data with each other via the main line 3, and on the occurrence of a fault in the main line 3, the number of B channels corresponding to the quantity of data being a transfer object are bundled to make one communication line 5 among a plurality of B channels served by the INS net 1500 lines 4 and the transfer of data is continued by the bulk transfer system.
