PROBLEM TO BE SOLVED: To synchronize a clock signal of a transmitter side with a clock signal of a receiver side independently of a network. SOLUTION: A LAN unit (transmission terminal) that transmits real time data adds a count of a synchronization counter 27 to a packet generated by a packet generating section 213 at the transmission of the packet as a time stamp and transmits the resulting packet. A LAN unit (reception terminal) that receives the real time data receives the packet from the transmission terminal to extract the time stamp added to this packet. The reception terminal detects a deviation between a phase of a clock signal used by the transmission terminal and a phase of a clock signal used by the reception terminal on the basis of the time stamp and the count of the synchronization counter at the reception of the packet by the reception terminal and controls a frequency signal oscillated by a VCO 211 of the reception terminal to synchronize the clock signal of the transmission terminal with the clock signal of the reception terminal.
