PROBLEM TO BE SOLVED: To maintain the usage period of a battery for a long time and to prevent deterioration due to the generation of phase transition, by judging the capacity of the battery for controlling the amount of charge/discharge of the battery so that the capacity can be maintained within a specific range, judging the deterioration state of the battery, and changing the range of the capacity of the battery from a first region to a second region. SOLUTION: A key switch 20 of a vehicle, a DOD detection device 21, a temperature sensor 22, a voltage sensor 23, and a current sensor 24 are connected to a controller 16. The DOD detection device 21 detects the DOD of a main battery, and the temperature sensor 22 detects the temperature of the main battery. The voltage sensor 23 detects the terminal voltage of the main battery, and the current sensor 24 detects the charge/discharge current of the main battery, thus preventing a battery from deteriorating since no phase transition of an active material cannot be generated due to the execution of charge/ discharge and extending the life of the battery.
