The minus mesh incineration ash 11 of the process 1 is further separated by a sieve having meshes of 2.5 mm. Next, fine iron components are removed from the plus mesh incineration ash 11 by using magnetic force in a magnetic substance removing process 4. Moreover, non-ferrous metals are removed from the incineration ash from which the iron components were removed in a non-ferrous metal removing process A5, led to a roller mill 6, and subjected to induction dust collection by an induction blower 8, and led again to the process 3, and adherent, containing heavy metals are eluted from the minus mesh incineration ash 11.
