PROBLEM TO BE SOLVED: To simply provide a high-precision pattern by filling a fluid organic resin of a double layer structure having a fluid organic resin containing a phosphor on the outside and a fluid organic resin on the inside into recesses of a substrate, and removing the portions protruded from the recesses. SOLUTION: Discharge spaces are formed by recesses formed with stripe-like barrier ribs 2 made of silica on a substrate 1 made of a glass plate. Polymethyl methacrylate, polyvinyl alcohol, methyl cellulose or ethyl cellulose is dissolved in a solvent to obtain a fluid organic resin. A fluid organic resin containing a phosphor and a fluid organic resin are separately manufactured, a fluid organic resin of a double layer structure is formed with a double structure nozzle, and it is filled into the recesses between the barrier ribs 2 to form a fluid organic resin layer 4 containing the phosphor and a fluid organic resin layer 5. Portions protruded from the recesses are removed with a knife, then the fluid organic resin layer 5 is removed by a sodium carbonate aqueous solution after being cured by ultraviolet rays.
