PROBLEM TO BE SOLVED: To decentralize the load on a server which is providing various services over a network by informing a terminal of the IP address of a service providing server which has a lighter load according to the load states of respective service providing servers. SOLUTION: A domain name system(DMS) process part d1 informs a load decentralizing process part d3 of the IP address [190.10.1.1] of a Web server b1 and the IP address [190.10.1.2] of a Web server b2. The load decentralizing process part d3 confirms information on the loads of the Web servers b1 and b2 corresponding to the IP addresses [190.10.1.1] and [190.10.1.2] reported from the DNS process part d1 and then informs the DNS process part d1 of the IP address of a Web server having a lighter load at this point of time. Then, the IP address [190.10.1.1] of the Web server b1 is transferred from the DNS process part d1 to a DNS process part c1 and further sent to a terminal X.
