PROBLEM TO BE SOLVED: To realize a video image with high image quality through making full use of a characteristic of a received video image by using video images of fields with a correlation to conduct motion adaptive progressive scanning conversion in the case the presence of correlation in the entire fields in a time base direction is discriminated. SOLUTION: A video image correlation detection processing section 4 calculates a difference of pixel values between a received video image and an output video image from a field delay element 1 or between the output video image of the field delay element 1 and an output video image of a field delay element 2 and accumulates difference signals. When the result of accumulation is small, it is discriminated that the correlation between two fields whose correlation is compared is high, and a field with high correlation of the output video image of the field delay element 2 receiving the video input with respect to the output video image of the field delay element 1 is detected. A selector 8 receives an output video signal from the field delay element 2 and an output video signal from a MIX processing section 7 that have a high correlation and alternately selects the two signals for each double speed progressive scanning period with respect to an input video image scanning period to provide an output of a video signal as a progressive scanning converted signal.
