PICTURE MONITORING DEVICE

PROBLEM TO BE SOLVED: To enable a picture monitoring device to self-diagnose whether abnormality occurs in its image picking-up means or movement detecting section or abnormality occurs in the device due to mischief while the device monitors an area to be watched. SOLUTION: A picture monitoring device is provided with a CCD camera 7 which picks up images in the cage 6 of an elevator, a picture compressing section 10 which compresses the image data obtained by means of the camera 7, and an image storing section 11 which stores the compressed image data. The monitoring device is also provided with a movement detecting section 8 which detects changes of state in the cage 6 and a diagnosing means (self-diagnosing device 3) which compares the quantities of two compressed image data by fetching the two picture data at different points of time from at least one of the picture compressing section 10 and picture storing section 11. The diagnosing means detects the abnormality of the camera 7 by comparing the quantities of compressed data before and after the movement detecting section 8 detects a change of state in the cage 6 with each other by means of an image picking-up abnormality discriminating section 19 and discriminates that the movement detecting section 8 is abnormal when a detected abnormality discriminating section 18 detects a change in the quantity of the compressed picture data while the movement detecting section 8 detects no change of state in the cage 6.
