PROBLEM TO BE SOLVED: To properly control a time and cost for communication in a mail receiving processing of the form of a meter rate charging (public line network, ISDN). SOLUTION: In a mail receiving terminal 1, dial up connection is executed to a mail server based on condition data composed of a connection processing condition composing part 13 and a received mail condition composing part 14. The server 2 extracts received mail information prepared by the part 14 to transfer it to a received mail condition analytic part 25. The part 25 analyzes received mail information and prepares mail taking out information for taking out a mail to transfer from a mail spool box 27 to transfer it to a received mail taking out part 26. The part 26 takes out a mail to transfer from the box 27 in accordance with mail taking out information prepared by the part 25, and transfers the mail to the terminal 1.
