PURPOSE: A device for laminating a composite material and operating method therefor are provided to accurately arrange the fibers composing a composite tape when the composite material is laminated, thereby the composite material has good physical properties. CONSTITUTION: A device for laminating a composite tape comprising a matrix and fibers in a mold comprises: a) a holding member(100) in which a screw for upward and downward movement is vertically positioned at the top in a certain depth and two lateral guide grooves opened to the screw at both sides and being at right angles to each other are formed; b) a goniometer(300) mounted at the top of the holding member at a certain angle; c) an internally opened vertical moving member(200) in the shape of L by crosslinking two bars in which a vertically threaded hole is formed at the crossed part of the two bars for surrounding the exterior part of the screw, multiple holes for penetrating fixing pins are formed at each top of the both bars in a predetermined space for inserting the pins vertically at each top of the both bars, and two guide grooves are formed horizontally in the inner parts of the both bars respectively by a predetermined length for an optional substance to be horizontally inserted from the outside to the inner parts of the both bars and slid therein; d) a first and second springs(230,231) which are inserted horizontally in the inner parts of the both bars of the vertically moving member and fixed at one end to the interior crossed part of the two bars; and e) a first and second moving stands(410,420) horizontally inserted at one end into the two guide grooves of the vertically moving member respectively and connected to each end of the two springs wherein holes for penetrating the fixing pins are formed at both ends.
