PROBLEM TO BE SOLVED: To obtain a cement hardening adjustment sheet which retards the hardening of only a very thin concrete layer in the vicinity of the surface in contact with the cement hardening adjustment sheet and provides an improved workability in cement hardening by forming a pressure-sensitive adhesive layer containing a hydrophilic acrylic ester polymer having a pressure-sensitive adhesiveness and a hydrophilic plasticizer having no capability for retarding cement hardening on one side of a substrate comprising a plastic material. SOLUTION: Preferable examples of the substrate are a polyester film and a polyolefin film. Preferably, the acrylic ester polymer is one which is prepared by the homopolymerization or copolymerization of an acrylic monomer of the formula and has a wt. average mol.wt. of 100,000-5,000,000. In the formula, R1 is H or CH3; R2 is 2-4C alkylene; R3 is H, 2-4C alkyl or nonsubstituted phenyl; and n is an integer of 1-25. The amount of the hydrophilic plasticizer added is preferably 1-15 pts.wt. The thickness of the pressure-sensitive adhesive layer is preferably 5-300μm.
