PROBLEM TO BE SOLVED: To decrease the load on the environment by effectively and efficiently utilizing garbage. SOLUTION: After the garbage or waste water containing the garbage is dehydrated, a liquid component is used as the production raw material for biodegradable plastics. In such a case, a means capable of taking out the moisture included in the internal structure of the solid garbage by pressurizing the garbage like compression by a belt press is preferable as the means for dehydration. Further, the garbage or the waste water containing the garbage is once subjected to the removal of the moisture sticking to the surface layer of the garbage solid content by operation, such as gravity settlement or floatation, then to a solubilization treatment by a physical treatment, such as homogeneizing, a chemical treatment, such as chemical addition, and a heat treatment, etc., by which part or the whole of the garbage is liquefied. The liquid component after the solubilization is used as the production raw material for the biodegradable plastics.
