PROBLEM TO BE SOLVED: To display a color dot pattern representing an arbitrary character, figure, symbol, etc., by stably rotating a rotary light emission body in a well- balanced state without providing any balance weight and blinking light emission parts, arranged on its circumferential surface, in specific timing. SOLUTION: Three rotary arms 7R, 7G, and 7B are fitted radially to the rotary shaft 5 of the rotary light emission body 2 at equal intervals (120 deg.), and light emission parts Rn, Gn, and Bn of the primary colors R, G, and B are arrayed at the tips of them to form color display parts having as one group light emission parts Rn, Gn, and Bn positioned on the same scanning line by scanning lines Sn. Control signals which are 120 deg. out of phase are outputted to the respective light emission parts Rn, Gn, and Bn to make a color display of seven colors by combining R, G, and B.
