PROBLEM TO BE SOLVED: To shorten the wait time up to the start of data transfer by scheduling the data transfer so that the data transfer ends before limited time and mechanical operation needed for the data transfer is reduced. SOLUTION: A scheduler 103 once receiving a data request having class switching time set from a time setting part 102 compares the current time with the class switching time. When the current time already exceeds the class switching time, the request is classified into a class 1 and when not, the request is classified into a class 2. The scheduler 103 selects the request classified into the class 1 preferentially to the request classified into the class 2. Then a storage device control part 104 sends a control instruction, needed to process the data transfer request with top priority selected by the scheduler 103, to the storage device 106 according to the indication of the scheduler 103. With this control instruction, data are transferred between the storage device 105 and a buffer 107 in a memory 108.
