PROBLEM TO BE SOLVED: To obtain a dynamic picture communication evaluation device that can measure and evaluate a response time sensed by a user with respect to versatility of a network revision and transmission error of the network or the like. SOLUTION: A start point time measurement section 53 measures a time when a dynamic picture request is received as a start point time, a start point time discrimination section 59 discriminates whether or not the measures start point time is valid, and outputs only the valid start point time to a reply time calculation section 52. Then an end time measurement section 54 measures when display of a dynamic picture is started, an end point time discrimination section 58 discriminates whether or not the end point time measured by the end time measurement section 54 is valid and outputs only the valid end point time to the reply time calculation section 52. The reply time calculation section 52 calculates a difference between the start point time and the end point time as a reply time and an evaluation system 40 evaluates the degree of satisfaction or the like of a user with respect to the response time to monitor and manage the response time in the dynamic picture service. |
