PROBLEM TO BE SOLVED: To prepare the schedule of reducing a cost including baggage transshipping at a relay base at high speed in transport schedule preparation. SOLUTION: The operation schedule of a transport delivery between bases and the information of the transshipping propriety at the relay base or the like are stored beforehand and a graph for which the transport route of the transport delivery is divided by a relay base unit is prepared. The node of the graph indicates a transport base and a path corresponds to a truck delivery. Virtual path and node for transshipping baggage are set for the transport base for expressing the base capable of transshipping the baggage in the graph, the upper limit of a baggage transport amount and the cost are set for the path as well and an optimum transport schedule using the graph to which the path and the node are added is prepared.
