PURPOSE: A financial settlement process system and method over a data communication network is provided to issue a cyber card applicable to an online or offline financial payment and operable together with a bank account so that it can make easy the financial payment over the online network while preventing an exposure of private information. CONSTITUTION: A financial settlement process system comprises payment terminals(10a,10n), payment servers(20a,20n), a data communication network(30), and a payment information processing server(40). The payment terminals(10a,10n) are user terminals enabling an electronic commerce or electronic payment. The payment terminals(10a,10n) may be a personal computer, an internet phone, a PDA or an internet TV. The payment servers(20a,20n) is installed at an electronic commerce operator or a service provider offering a pay service or selling a product via the terminals(10a,10n). The payment information processing server(40) enabling the servers(20a,20n) to pay the offering service and product by a cyber card in connection with a user's bank account, making possible an electronic money transfer between the cyber card and the account whenever the user buys the product or receives the service.
