PROBLEM TO BE SOLVED: To provide a data base management system having high capacity for describing restrictions and capable of preventing the generation of unintended data losses as less as possible and referring to each inquiry. SOLUTION: In the data base management system, a data base storage part 110 is provided with a sheet storage part 111 for storing sheets, a reference restriction storage part 112 for storing reference restrictions and an inquiry restriction storage part 113 for storing an inquiry restriction expressed by defining the violation of the restriction between prescribed sheets by an inquiry. A data base consistency management part 120 is provided with a reference restriction violation solving part 121 for solving the violation of the reference restriction, an inquiry restriction violation detection part 122 for detecting the violation of the inquiry restriction, an inquiry restriction consistency management part 123 for managing information concerned with the consistency of inquiry restrictions in each sheet, and a sheet updating control part 124 for automatically solving the violation of reference restrictions for a non-updated sheet and inhibiting data access, and for automatically solving the violation of reference restrictions for the sheet other than a non-updated sheet according to order in consideration of sheet reference relations.
