PROBLEM TO BE SOLVED: To provide an apparatus for purifying ground water or soil by safely and inexpensively treating a chemical substance contained in ground water or soil. SOLUTION: A ground water or soil purifying apparatus is equipped with adsorbing towers 1, 2 housing a carrier adsorbing a chemical substance, a culture tank 3 housing microorganisms for decomposing the chemical substance and transport means 8, 9 transporting microorganisms between the adsorbing towers 1, 2 and the culture tank 3 and bringing microorganisms into contact with the carrier having adsorbed the chemical substance.
