PROBLEM TO BE SOLVED: To provide a road sound insulating wall high in NOx decomposing capacity. SOLUTION: A sound absorbing material is contained in a wall and a surface plate 13 having a large number of holes or slits formed thereto is fixed on the surface on a road side of the wall and a back plate 14 is fixed on the surface on the side opposite to the road of the wall. Unevenness is formed to the surface plate 13 and the back plate 14 so as to form vertical stripes on the surfaces of both plates and a photocatalyst coating having NOx removing capacity is applied to the uneven surfaces of the plates 13, 14. A rainwater collecting member 5 and a rainwater distributing member 6 are arranged to the upper part of the wall to allow rainwater to flow on the surfaces of the surface plate 13 and the back plate 14.
