PROBLEM TO BE SOLVED: To provide a pipe arrangement type light emitting panel having an electrode structure, excellent in a pipe attaching/detaching performance and workability light in weight and profitable in cost. SOLUTION: A front-side electrode 6 consisting of a transparent electrode film and a light reflective rear-side electrode 5 are arranged respectively on the side of the light transmission plate 31 of plural glass pipe parts 20 which are parallel arranged in a line and the opposite side and an AC voltage is applied between the both electrodes 5, 6. Then, the glass pipe parts 20 are made to emit light by AC electric fields to be formed in the glass pipe parts 20. By performing like this, it is unnecessary to seal and fix electrode terminals at end walls of respective pipe parts 20 and, as a result, it is also unnecessary to provide connectors attachably and detachably connecting these electrode terminals and cables at the side of a casing and it is unnecessary to draw around many branched cables till respective connectors in accordance with the number of the pipes and the attaching and detaching of the pipes and the exchanging of the pipes are facilitated.
