PROBLEM TO BE SOLVED: To improve spreading of concrete, prevent lowering of strength and increase covering thickness of concrete in a reinforcing bar frame for foundation construction of a continuous footing, a mat foundation, etc. SOLUTION: A welded part 1, a welded part 2 or a welded part 3 or at least a part of them is made a connecting part by connection or binding by a wire or a connector, and a U shape or L shape hook is formed on at least one of end parts of its horizontal reinforcing bar c1, (c2..., c, c...) or lower end parts er or upper end parts ex of vertical reinforcing bars e.... Thereafter, a curvature of an inside diameter of this hook is made more than 3D relative to thickness D of both side reinforcing bars (a), (b), an axial reinforcing bar (d) or an upper end reinforcing bar (f), this hook is welded on the both side reinforcements (a), (b), the axial reinforcing bar (d) or a lower end reinforcing bar (d1), an upper end reinforcing bar (f), this hook is extended in the diagonal direction against the both side reinforcing bars (a), (b), the axial reinforcing bar (d) or the lower end reinforcing bar (d1), the upper end reinforcing (f), a head end of the hook is separated only by an interval L2 of 1-25 mm bar from the both side reinforcing bars (a), (b), the axial reinforcing bar (d) or the upper end reinforcing bar (f), and a base part of this hook is welded on the both side reinforcing bars (a), (b), the axial reinforcing bar (d) or the upper end reinforcing bar (f).
