PROBLEM TO BE SOLVED: To improve the practicability in an opening and closing device for a heat insulating wall enclosing the floor part of a building by providing such a structure that the whole heat insulating wall can be raised or lowered by operating both master and slave synchronous raising and lowering devices, and only the foot of the heat insulating wall can be raised and lowered by operating only the slave synchronous raising and lowering device. SOLUTION: A heat insulating wall 1 is installed on the lower surface of a ceiling frame provided on a building, and a ceiling plate 11 is mounted on the ceiling frame. An opening and closing device for raising and lowering the heat insulating wall 1 is provided in one corner of the upper surface of the ceiling plate 11. The opening and closing device has master and slave synchronous raising and lowering devices 15s and 15t for synchronously raising and lowering wires 4s and 4t in two vertical stages. The master synchronous raising and lowering device 15t has a linearly reciprocated moving body, the slave synchronous raising and lowering device 15s is loaded on the moving body of the master synchronous raising and lowering device 15t, the tip of the wire 4s raised and lowered by the slave synchronous raising and lowering device 15s is connected to the lower edge of the heat insulating wall 11, and the tip of the wire 4t raised and lowered by the master synchronous raising and lowering device 15t is connected to the middle height position of the heat insulating wall 1.
