PROBLEM TO BE SOLVED: To obtain an electrostatic capstan mechanism and the running control method of a tape-like recording medium for managing the running without mechanically pressurizing the tape-like recording medium, and a signal processor of the tape-like recording medium. SOLUTION: The mechanism is provided with the electrostatic capstan 31 consisting of an insulated body 31c and an electrode 31a which are rotated in contact with the tape-like recording medium 23 for recording/reproducing a video signal, and a high voltage generating circuit 17 for supplying the high voltage, then the insulated body 31c attracts the tape-like recording medium 23 by the attracting force of the static electricity which is generated by the electrode 31a with the supply of high voltage from the high voltage generating circuit 17, then the running and braking of the tape-like recording medium 23 are controlled by this attracting force. Consequently, the tape is not mechanically pressurized and the running is executed without damaging the tape.
